2015年4月11日，台北維基社群的上官參加了在荷蘭海牙舉辦的館聯維基會議，在那邊遇到了瑞士的Beat，他正在進行國際性的文化典藏機構對於網路時代的各種新潮流和應用工具的使用意向研究，他建議如果要在台灣邀請館聯機構的參與，可以先用這份問卷進行大規模的普查，讓這份問卷變成維基人對專業館聯機構聯繫的「敲門磚」。
